On May 19, 2010, Vologda hosted the Northwest conference “Private-public partnership in economic development of the Northwest region. New trends. New investments”. The conference was organized by RBK media holding and “Ekspert Seero-Zapad” magazine with support of the central office of Presidential Plenipotentiary Envoy to the Northwestern Federal District and administration of the Vologda Region.
The private-public partnership (PPP) scheme is a key opportunity to realise large-scale regional projects in housing and public utilities, transport industry, power generating sector, health care, education and other areas. However, Russian experience of PPP project realisation is rather limited, the regulatory system is incomplete, and participants of new programs lack sources of information.
The new PPP scheme, new PPP opportunities for regions of the Northwestern Federal District, the role of PPP in development of innovative sectors, investment into modernisation of economy of the Northwestern Federal District and many other issues were suggested for discussion at the conference
Participants of the conference included heads of PPP centres from regions of the Northwestern District and the Central Russia, top-managers of major banks (Vnesheconombank, Severo-Zapad bank and others), heads of major companies and expert institutes
The lead-off discourse on behalf of Presidential Plenipotentiary Envoy to the Northwestern Federal District was delivered by Igor Kaybanov. Then participants of the conference were greeted by Leonid Iogman on behalf of the Vologda Region Government.
Mikhail Ilyin, a lawyer of the law firm S&K Vertical has made a report on “Entrepreneurial risks in private-public partnership”. Michael Mikhail laid emphasis on contradictions between the regional legislation on PPP and federal laws, suggested to amend federal legislation so as to use all the PPP tools to the fullest extent, sounded some measures aimed at elimination of political risks in PPP, pertaining to log term nature of PPP contracts.
Debating sessions were hold after every part of plenary sitting of the conference. These sessions enabled participants to get a sense of how much interest does business have in PPP scheme, what economy sector of sub-units of the Northwestern Federal District are in dire need of PPP mechanisms, to determine necessary and applicable government measures to overcome investment recession, and so on.
